February 28 at 3:00pm, the State Council Information Office of PRC hosted the news conferences. Li Xiaopeng, the head of the Ministry of Transportation, made an introduction themed as “speeding up the establishment of a country with strong transportation network and working hard to be the pioneer of it”.
Li Xiaopeng indicated that the transportation industry upheld underlying principle of pursuing progress while ensuring stability and advanced the work steadily and in order in 2021. We have achieved the annual goals, made positive progresses and implemented the great start of “the 14th Five-Year Plan”. The introduction of consistent improvement of comprehensive transportation service level was as following:
First, enhancing further the transportation service capability. The commercial passenger traffic was 8.3 billion annually, 14.1% decreased year-over-year. Among them, the passenger volume of railway, waterway and civil aviation increased by 18.5%, 9% and 5.5% respectively year-on-year, and the road passenger traffic fell by 26.2% year-on-year. The national urban rail transit passenger volume was 22.96 billion, increased 34.3% year-on-year; the passengers traffic of public transportation in 36 central cities across the country is 52.95 billion, a year-on-year increase of 19.9%. In the whole year, the operating cargo volume was 52.1 billion tons, a year-on-year increase of 12.4%. The port cargo throughput was 15.55 billion tons, a year-on-year increase of 6.8%; the express delivery business volume was 108.5 billion pieces, a year-on-year increase of 30%.
Second, improving the transportation service quality. We should advance the optimization of air-rail intermodal transport. The road passenger e-ticket service covered more than 1,600 second-level and above bus passenger stations, and 318 cities above the prefecture-level have realized the interconnection of traffic cards. We have deepened the construction of national public transport cities, with a total of 33 model cities. The national 12328 hotline centralized rectification task has been fully completed, achieving a systematic and holistic remodeling. 102 cities have opened the 95128 telephone car-hailing service, and the“one-click car-hailing” function of online car-hailing provides taxi-hailing services for the elderly. We have carried out special promotion actions for ETC services.
Third, systematically advancing the logistics quality, reducing cost and increasing efficiency. The multi-modal transportation demonstration project was implemented in depth, with a multi-modal container transport volume of 6.2 million TEUs and 450 multi-modal transport lines opened. The combined rail - water transport volume of containers in the port was 7.54 million TEUs. Network freight integration was 3.6 million freight vehicles. The reform of truck inspection has been further promoted, and 11 million trucks have been inspected in other places and reviewed online. We should promote the rapid development of professional logistics such as e-commerce logistics and cold chain logistics, and build an intensive and efficient freight logistics service system.
